Authorise runtime upgrade v45.0.0

- This plan will let people borrow USDT and USDC using PRIME as collateral.
- It will also increase the total amount that can be borrowed against PRIME to 4,000,000.
- Right now, only HOLLAR can be borrowed against PRIME, up to 2,222,222.
- With these changes, you can borrow HOLLAR, USDT, or USDC against PRIME.
- The total borrowed amount for all three can go up to 4,000,000.
- This helps PRIME grow faster and encourages more use of USDT and USDC.
- It benefits HSM and H-Token pools and gives better returns to people who supply USDT and USDC.

Add USDT/C to Isolated mode + increase debt ceiling to 4M

Protocol PRIME - HOLLAR loop

- The CTO of Intergalactic Ltd and Hydration left his job.
- People who own HDX tokens got worried and started selling them.
- The CTO also sold some of his HDX tokens, which made more people sell.
- Someone offered to buy all the CTO's HDX tokens for $150,000.
- The company agreed to buy them for a little less, $123,000, because some were already sold.
- This will help reduce worry and let everyone focus on moving forward.
- The company has money set aside for buying back HDX tokens.

OTC buyback of 136M HDX

- Hydration has about 1.3 million DOT in different places.
- This plan will use around 350,000 DOT to buy four new assets.
- The money will be split: 30% for atBTC, 30% for GETH, 30% for GSOL, and 10% for aPAXG.
- To do this, they will:
  - Take 14,000 DOT from staking rewards.
  - Move 20,000 aDOT from another treasury.
  - Set up four automatic buying schedules over three weeks, with trades every five minutes.

- We want to move about $1.1 million in stablecoins to a special wallet with five trusted people.
- This wallet needs at least three of these people to agree to use the money.
- The money will be sent to a company called Sigil for safekeeping.
- A company named Intergalactic Limited will check on the money every three months and tell us how it's doing.
- We can only take the money back from Sigil if HDX holders vote to do so in a special poll.
- Any extra money left over will be sent back to the Hydration Treasury.

Hydrated Strategy - Deploy $1.1M stablecoins to Sigil Stable

DCA 300K DOT -> vDOT -> unstake

- The plan is to take out USDT/C stablepool shares from Omnipool.
- This is part of making HOLLAR the main stablecoin used in Omnipool.
- Earlier steps included stopping some farms and adding HOLLAR to Omnipool.
- Now, all stablecoin trades will go through HOLLAR.
- This helps increase trading volume for HOLLAR.
- It also supports people who provide liquidity for HOLLAR.
- The goal is to make HOLLAR stronger even when the market is tough.

Remove 2-pool shares from Omnipool
