For example, if borrow rates broadly are slashed to 1% then that would be an extinction event for HOLLAR if it remained always at 5%

This proposal, if approved, will:

- reduce the borrow APR for HOLLAR from `5%` -> `4.5%` - this brings it closer to the current borrow APR of USDT + USDC and makes borrowing it more attractive, at a time when stablecoin borrowing demand is reduced
- update the GIGAETH stablepool peg to `~1.22789`
- update the PRIME stablepool peg to `~1.0212`
