Launch Wormhole NTT for DAI

- A plan moves $4.5 million of Hydration's Wormhole and MRL assets back to their original blockchains.
- The transfer uses a Wormhole Token Bridge so the funds can later return to Hydration as native tokens.
- Only Hydration's own money moves; user balances stay safe.
- The move creates liquidity for a new bridge.
- 17 separate transfers send 11 different assets like USDC, ETH, and SOL.
- Most large assets split into two parts: a small immediate transfer and a larger one that waits about a day.
- Funds go to special multisig wallets on Ethereum, Solana, and Sui.
- The goal is to launch and support a new token bridge called NTT.

Migration of Protocol-Owned MRL Assets to direct Wormhole

The Treasury borrows 211,519.13 PRIME from the money market and transfers it to an IGL multisig. The borrowed tokens will be swapped for USDC and invested in a staked BRL strategy that earns yield from Brazilian government debt. No Treasury assets are spent. The debt will be repaid later when the strategy is unwound.

The ruler of the Hydration money market updated three special price numbers. These numbers are for PRIME/USD, jitoSOL/SOL, and wstETH/ETH. The new prices are higher than the old ones. The update was done safely and worked correctly.

Managed Oracle Price Update: PRIME, jitoSOL, wstETH

- Hydration moves $10 of 11 different assets from Moonbeam to their original blockchains for testing
- This is a rehearsal before Moonbeam shuts down on July 31, 2026
- After the test, a Technical Committee will set up new contracts to bring these assets back to Hydration
- The test costs only about $110 total
- Assets include WETH, WBTC, DAI, USDC, USDT, sUSDS, EURC, SOL, jitoSOL, PRIME, and SUI
- The Technical Committee uses multisignature wallets on Ethereum, Base, Solana, and Sui

BIL is a new digital token that grows in value over time. You get it by putting in HOLLAR money. The token comes from real loans to businesses in Brazil.

- BIL earns 18% interest each year for 60 days
- You can trade BIL instantly in a special pool or wait to get HOLLAR back
- Only put BIL in, do not borrow HOLLAR yet
- Rules are safe: you can use 50% of BIL value as loan backup
- The Treasury put 300,000 HOLLAR to start the new pool
- All computer code is ready and working now

- HSM used to have sUSDS and sUSDe, but those were removed.
- A bug stopped some of those from being converted, so leftover went to Treasury.
- This plan restarts conversion from Treasury: 
  - sUSDe to aUSDT (about $500 each trade)
  - sUSDS to aUSDC (about $500 each trade)
- After 5 days, Treasury sends aUSDT and aUSDC to HSM.
- 90,000 aUSDT becomes HOLLAR in HSM at 1:1, giving Treasury profit.
- At end, HSM only has safe aUSDT/aUSDC, and Treasury keeps extra profit of about $120,000 total.

DIA asked Hydration community for payment. They provided oracle services for 3 months. Cost was $11,287.50. They will pay in HOLLAR coins instead of HDX coins.

HSM will stop using sUSDS and sUSDe coins. It will use only aUSDT and aUSDC.

The HSM has earned about $120,000 in profit. This plan sends most of that profit to the Treasury.

Changes happen in one vote:

- Freeze sUSDS and sUSDe for minting HOLLAR
- Send 97,000 sUSDe to Treasury
- Trade leftover sUSDS and sUSDe for aUSDC and aUSDT over 3 days
- After 5 days, remove sUSDS and sUSDe from HSM completely

The Treasury gets ~120,000 HOLLAR profit. HSM keeps a small safety buffer.

- GDOT pool had a discount making vDOT cheaper than it should be  
- Polkadot now lets you unstake DOT in 2 days, so people don't need to sell vDOT anymore  
- The discount is now making vDOT too cheap, so it's removed  
- The pool's price update speed is slowed to prevent sudden changes  
- The fix will take about 5 days to fully work

- This proposal removes GLMR from the Omnipool.
- GLMR worth over $150,000 and 1,000 aDOT will move to a multisig wallet.
- The multisig will sell GLMR for USDT at market price.
- A small GLMR and DOT pair will be created for fee swaps.
- All swaps will finish before the shutdown.

- 90,000,000 HDX will be given as rewards over one year

- PRIME will change to a 0-2-20 plan at 75% use.
- Borrowing PRIME will cost less and be more predictable.
- This lets idle PRIME money be used in new ways.
- A new product will use borrowed PRIME.
- Even with lower costs, more borrowing can make PRIME earn more on Hydration than other places.
