GIGAHDX is a new way to use HDX tokens. People can put their HDX into a special pool, borrow HOLLAR tokens, and earn extra rewards.

A second, separate money market will be created next to the current one.

GIGAHDX rules:
- stHDX can only be used as backup, not borrowed
- HOLLAR borrowing costs 9% each year
- 90,000,000 HDX will be given as rewards over one year

- PRIME will change to a 0-2-20 plan at 75% use.
- Borrowing PRIME will cost less and be more predictable.
- This lets idle PRIME money be used in new ways.
