BIL is a product that started by only letting people put in money. It did not let people borrow yet. This was done on purpose, in steps. Now, the second step is here. It makes three changes: it lets people put in more money, up to 2,250,000 HOLLAR. It also lets people borrow HOLLAR if they put BIL in as a promise to pay back. A person can borrow half of what they put in. The system will sell the BIL if the value drops too much. At first, only 250,000 HOLLAR can be borrowed. More will be allowed later, as more people want to borrow.

GIGAHDX is a system where people can borrow HOLLAR using GIGAHDX as collateral. It started with a limit of 222,222 HOLLAR. Now all of that has been borrowed, so no more can be minted.

This referendum changes the limit to 500,000 HOLLAR. It only changes this one number. Other rules stay the same, like needing 40% collateral and a 9% fee.

The debt will be repaid later when the strategy is unwound.
