Increase HOLLAR borrow cap

- The plan will lower the amount of USDT and USDC kept in reserve, so more fees go to people who supply these coins.
- It will let people borrow more money using tBTC and GETH as security.
- H-Tokens can now be used as collateral, meaning you can borrow against them.
- H-Tokens are added to a special mode that allows borrowing more stablecoins.
- Rewards for H-Tokens will be doubled to encourage more use.
- The value used for GETH will be updated to reflect recent earnings.
- The limit for how much tBTC can be supplied will be raised.
- The supply cap for H-Tokens will be doubled to allow more to be used.
