This proposal, if approved, will:

- Add USDT to Isolated mode
- Add USDC to Isolated mode
- Increase Isolated mode debt ceiling for PRIME to `4,000,000`

Currently, only HOLLAR can be borrowed against PRIME, up to a maximum amount of `2,222,222` HOLLAR - these changes will allow HOLLAR, USDT + USDC to be borrowed against PRIME, up to a maximum combined total of `4,000,000`.

The purpose of these changes are to allow PRIME looping to scale much more rapidly than with HOLLAR alone, whilst increasing the utilisation of USDT + C borrowing - benefitting HSM, H-Token pools as well as boosting yield for existing suppliers of raw USDT + C in Supply & Borrow.

- This plan will let people borrow USDT and USDC using PRIME as collateral.
- It will also increase the total amount that can be borrowed against PRIME to 4,000,000.
- Right now, only HOLLAR can be borrowed against PRIME, up to 2,222,222.
- With these changes, you can borrow HOLLAR, USDT, or USDC against PRIME.
- The total borrowed amount for all three can go up to 4,000,000.
- This helps PRIME grow faster and encourages more use of USDT and USDC.
- It benefits HSM and H-Token pools and gives better returns to people who supply USDT and USDC.
