- SIGIL is a token that represents money the Treasury holds.
- We will let people use SIGIL as collateral to borrow other assets.
- The rules for borrowing with SIGIL are:
    * You can borrow up to 85% of your SIGIL's value.
    * If your loan reaches 88% of your collateral's value, it might be sold.
    * There's a 7% bonus for providing SIGIL to the lending pool.
- Only 1,100,000 SIGIL can be supplied to start.
- The Treasury will supply its SIGIL to help make future borrowing safer.
