A proposal asks to borrow 452,563.222 HOLLAR tokens and sell bonds that last 3 months and 4.5 days.  
The plan includes buying 222,222 USDT and 222,222 USDC at 6.9% yearly interest.  
A second vote will let a group of five people sell the bonds in special trades.  
This is a test to see if people want fixed-yield bonds before a bigger project called HODLAR vault.

A person provides HDX and USD liquidity on Kraken to improve trading.
With own money, spreads are wide and depth is low.
They ask the Treasury for 8 million HDX, 19,500 HOLLAR, and 19,500 USDC to use for liquidity.
The Treasury keeps ownership.
A 3-month test is proposed with a fee of 1,200 HOLLAR per month.
The goal is tighter spreads, deeper order books, and better market visibility.

This change will make the computer program better. It fixes problems and adds new things like better time tracking and faster decision-making. The update will also improve how the system works with prices and trades.
