Remove WBTC from Omnipool

GIGAHDX is a new way to use HDX tokens. People can put their HDX into a special pool, borrow HOLLAR tokens, and earn extra rewards.

A second, separate money market will be created next to the current one.

GIGAHDX rules:
- stHDX can only be used as backup, not borrowed
- HOLLAR borrowing costs 9% each year
- 90,000,000 HDX will be given as rewards over one year

GIGAHDX launch

- PRIME will change to a 0-2-20 plan at 75% use.
- Borrowing PRIME will cost less and be more predictable.
- This lets idle PRIME money be used in new ways.
- A new product will use borrowed PRIME.
- Even with lower costs, more borrowing can make PRIME earn more on Hydration than other places.

- 1.1 million USDC is returned to the Hydration Treasury from an Asset Hub account.
- 1.1 million fake tokens (aSIGIL) are removed and burned.
- All USDC debt in the money market is paid off.
- 500,000 USDC is swapped for 500,000 HOLLAR at $1 each.
- Treasury HOLLAR debt drops from 955,000 to 455,000.
- A small, repeated conversion of 2,000 USDC to HOLLAR every 10 blocks starts.

Repatriate USDC, unwind the aSIGIL position, repay Treasury debt & accumulate HOLLAR
