# BIL: raise deposit cap to 2.25M and enable HOLLAR borrowing (stage 2)

BIL launched as a supply-only product with HOLLAR borrowing intentionally disabled, as part of a staged rollout. This referendum completes stage 2 with three changes:

1. Raises the BIL vault deposit cap from 2,000,000 to 2,250,000 HOLLAR.
2. Enables HOLLAR borrowing against BIL collateral (LTV 50%, liquidation threshold 85%, unchanged from launch).
3. Sets the initial borrowing capacity to 250,000 HOLLAR via the BIL facilitator bucket. Capacity will be raised in further stages as demand grows.

BIL is a product that started by only letting people put in money. It did not let people borrow yet. This was done on purpose, in steps. Now, the second step is here. It makes three changes: it lets people put in more money, up to 2,250,000 HOLLAR. It also lets people borrow HOLLAR if they put BIL in as a promise to pay back. A person can borrow half of what they put in. The system will sell the BIL if the value drops too much. At first, only 250,000 HOLLAR can be borrowed. More will be allowed later, as more people want to borrow.
