This proposal, if approved, will remove USDT + USDC from Isolated mode - meaning PRIME collateral (and soon apyUSD) will no longer be able to borrow USDT + USDC for new borrows.

This is being proposed after ongoing risk reviews determined that it would be useful to isolate risk of isolated strategies away from USDT + USDC suppliers.
