Add an HDX→WUD router route to restore WUD transfers to Asset Hub
Summary
Since the runtime upgrade on 20 October, WUD can no longer be transferred out of Hydration. Every outbound transfer fails at the withdraw step, whatever the wallet, method or amount.
Why
Hydration's withdraw limiter values every outbound transfer of an external asset in HDX. Since the upgrade, an asset that isn't an accepted fee currency gets that value from the EMA oracle along its stored router route. WUD has no stored route and isn't in the Omnipool, so it can't be valued and the withdrawal is rejected.
Proposal
Store a router route from HDX to WUD: HDX → aDOT through the Omnipool, aDOT → DOT, then DOT → WUD through the DOT/WUD XYK pool, the deepest WUD pool on Hydration. This gives the withdraw limiter a price for WUD. Nothing else changes: WUD does not become a fee payment asset.
The proposal was simulated on a fork of mainnet. After enactment, a WUD transfer to Asset Hub that fails today succeeds.
