The previous `4x` schedules from referendum `#284` (https://hydration.subsquare.io/referenda/284) all failed due to a limitation in the existing DCA via aTokens feature - this is fixed by https://github.com/galacticcouncil/hydration-node/pull/1383. This will be ready for the next runtime upgrade, in the meantime this proposal, if approved, will:

- swap `348,700` aDOT back to DOT
- schedule DCA for `104,600` DOT to atBTC
- schedule DCA for `104,600` DOT to GETH
- schedule DCA for `104,600` DOT to GSOL
- schedule DCA for `34,867` DOT to aPAXG

- We had a problem before that stopped our plans.
- Now we fixed it!
- We want to swap some aDOT back to DOT.
- Then we will use that DOT to buy atBTC, GETH, GSOL, and aPAXG over time.
