This proposal, if approved, will transfer all DAI (currently `~292K`) to the `3/5` threshold multisig `16RJh4z1eUHpC3ntre9H2noKGKxihkSqog9PBt9bRbAnj4RE` consisting of the following signers:

The multisig signers will create a series of OTC orders to swap DAI for EURC (MRL - Base) at a `+0.5%` premium to spot price.
