Update managed oracles

Upgrade runtime to 47

- Basejump helps move tokens between blockchains quickly.
- It uses a fast path to send tokens in about 23 seconds.
- A slow path takes about 30 minutes to finish in the background.
- The Landing contract holds money to pay users right away.
- It gets paid back when the slow path completes.
- They need 10,000 EURC to keep this system running.
- Contracts are on Hydration, Base, and Moonbeam networks.
- The Technical Committee manages everything.

- Move some HOLLAR money to the main Treasury.
- Swap DOT for GDOT.
- Stop 41 old farms that aren't giving rewards anymore.
- Start 6 new global farms and 6 new yield farms.
- New farms will give up to 22% APR for tBTC, GETH, GSOL, aDOT, PAXG, and HOLLAR.
- This plan uses Hydration's own money and tries to balance costs with needs.
- Another vote will happen later to add more money to the Treasury.

Activate new Omnipool farms (6 months)

- This plan will give rewards for six months to people who use HUSDT, HUSDC, and HEURC on Hydration.
- It will move about $69,000 from the Supply & Borrow Treasury to the main Hydration Treasury.
- HUSDe and HUSDS will stop getting rewards because not many people use them.
- Next week, there will be more votes to use some of the money to buy tBTC, GETH, GSOL, PAXG, and PRIME for rewards.
- There will also be a vote to start new farms when the current ones end.

Activate PRIME incentives on HUSDT, HUSDC & HEURC

- Swap DOT for GDOT
- Borrow PRIME to use later
- Move PRIME and GDOT to a rewards pot
- Claim rewards for the Treasury
- Move those rewards to the pot too
- This must happen before another plan
- Extra GDOT helps pay LP incentives

Enable Treasury USDx as collateral

- We're adding 1,100,000 SIGIL tokens to the Treasury.
- SIGIL is a token that represents money the Treasury holds.
- We will let people use SIGIL as collateral to borrow other assets.
- The rules for borrowing with SIGIL are:
    * You can borrow up to 85% of your SIGIL's value.
    * If your loan reaches 88% of your collateral's value, it might be sold.
    * There's a 7% bonus for providing SIGIL to the lending pool.
- Only 1,100,000 SIGIL can be supplied to start.
- The Treasury will supply its SIGIL to help make future borrowing safer.

PRIME + HOLLAR caps + oracle updates

- A past plan to sell HDX tokens didn't work out because of a misunderstanding.
- Everyone agreed it's best to avoid uncertainty, especially now.
- A new, clearer agreement has been made.
- The deal is to sell 90 million HDX tokens.
- The price is based on a 7-day average, with a 30% discount.
- This comes to a total of $126,000.
- Payment will be made in sUSDS, which is worth $1.09 each.
- The final payment amount will be 115,405 sUSDS.

PRIME loop part 3 (continuation)

- **Upgrading to polkadot-stable2506**: This helps make blocks faster and improves error messages.
- **Reverting H2O treasury mechanic**: This change is being undone because it affected HOLLAR liquidity too much.
- **Emergency admin powers**: The Technical Committee can now pause markets in emergencies.
- **Withdrawal circuit breaker fixes**: Large withdrawals can be automatically blocked during exploits.

Runtime upgrade v46.0.0

Update PRIME supply & borrow caps + price oracle

Launch HEURC

- This is a plan to use some HOLLAR tokens.
- It wants to spend 200,000 HOLLAR on something called Decentral smart contracts.
- It will put that money into a special savings account called the Decentral Hydration Pool.
- The money must stay there for at least 60 days.
- While it's there, it will earn interest at a rate of 18% per year.
- After 60 days, the protocol will take all the money out.
- The goal is to then put all that money (including the earned interest) into a new product when it's ready.
