This proposal, if approved, will:

- Launch EURC on Supply & Borrow
- Swap POL EURC for aEURC
- Launch 2-Pool-HEURC - a stablepool containing aEURC + HOLLAR from POL (`~$250K` equivalent of aEURC + `250K` HOLLAR)
- Add 2-Pool-HEURC to Supply & Borrow, creating HEURC (user-facing product similar to GIGADOT, HUSDT, etc)
- Incentivise HEURC in Supply & Borrow with `16,000` GDOT over the course of `~2 months`
- DCA `26,000` EURC into HEURC
