Remove KILT & CFG from Omnipool

- SQD will be registered on Hydration with asset ID 37.  
- It comes from Binance Smart Chain (BSC) using Moonbeam.  
- Over 60% of all SQD trading happens here.  
- This helps trade between BSC and Hydration.  
- A follow-up vote will let SQD join the Omnipool.  
- Liquidity will be added and LP tokens sent back.

- A temporary fix is suggested until a better system is ready  
- The fix involves using a governed fair-value oracle

- These changes will help balance the GETH pool  
- The final solution will get price data directly from Ethereum  
- The proposal can't be read properly until a small update happens first

- A proposal to withdraw 3,445 Treasury LP worth ~$732,000 (218 WETH & 9,064 H2O).  
- Future plans include swapping WETH to ETH via an OTC deal.  
- Creating a WETH/ETH pool for easy swaps without high fees.  
- Users can switch between WETH and ETH without leaving Hydration.  
- WETH (MRL) will stay as an on/off-ramp option.
