As supply of DOT in borrowing raises faster than proposal  [#59](https://hydration.subsquare.io/referenda/59) can be enacted, this proposal increases supply cap and borrow partially to the 5 mil and 1 mil respectively which should be sufficient until the aforementioned proposal will be enacted.

DOT reserve changes:
- supply cap 1.2 mil -> 5 mil
- borrow cap 0.5 mil -> 1 mil
