Raise DOT Supply & Borrow caps

This proposal, if approved, will:

• Raise the Supply cap of DOT to 22,222,222
• Raise the Borrow cap of DOT to 6,000,000

These changes are to ensure there is sufficient room to meet the expected demand from GIGADOT, as well as the ~ 8,000,000 DOT from Polkadot Treasury if referendum #1501 (https://polkadot.subsquare.io/referenda/1501) successfully passes on Polkadot.
