GIGA RUNTIME UPGRADE

This proposal, if approved, will UNLEASH THE MOST GIGA RUNTIME UPGRADE EVER (authorization of anyway) - release v37.0, runtime version hydradx/305

This runtime upgrade is the final prerequisite before the launch of GIGADOT - the gigaDOT launch ref will follow this one, also on the root track
