This proposal, if approved, will transfer a total of 54,947 vDOT and 14,552,079 HDX to the ongoing Polkadot Hydration farms - this will extend their runway by approximately 1 month in order to (hopefully) allow sufficient time for the reshuffling of liquidity including the launch of some new stablepools 👀

These vDOT & HDX are from previously approved Polkadot Hydration allocations and will reduce the amount distributed in phase 4, and not cost anything additional to the Hydration Treasury.
