Return idle GDOT from stopped liquidity mining farms to the Treasury

Summary

This referendum returns 24,773 GDOT (≈ $26.4k) of unallocated liquidity mining rewards to the Hydration Treasury. The GDOT sits in the reward accounts of 28 Omnipool liquidity mining farms that have all been stopped. Since these farms no longer emit rewards, the remaining balances would otherwise stay locked indefinitely.

No user position or reward claim is affected. Every LP who still has a deposit in one of these farms keeps their position and can withdraw and claim their accrued GDOT exactly as today.

Background

Over the past year the Treasury funded GDOT reward programs on 28 Omnipool assets (aDOT, HOLLAR, tBTC, GETH, PAXG, GSOL, SOL, DOT, AAVE, LDO, TRAC, ENA, LINK, SKY, ASTR, GLMR, KSM, SUI, BNC, vASTR, PHA, 2-Pool and others). All of these farms have since been stopped as the incentive programs concluded or were replaced by farms paying the asset's own token.

When a farm is stopped, two separate GDOT balances remain:

1. Rewards already earned by LPs. These sit in the shared liquidity mining pot and total 10,813 GDOT. They belong to the 918 deposits still open across 17 of these farms and are claimable on withdrawal. This referendum does not touch them.
2. Emissions that were never scheduled. These sit in each farm's own reward account and total 24,773 GDOT. Because the farms are stopped, nothing can ever allocate them to an LP. This is what the referendum returns.

What the call does

The call is a single utility.batchAll with two parts:

• 11 farms with no remaining deposits (SOL, 2-Pool, DOT, ASTR, GLMR, KSM, SUI, BNC, vASTR, PHA and a second SOL farm) are closed using the pallet's own owner calls: terminateYieldFarm followed by terminateGlobalFarm, executed as the Treasury via dispatchAsTreasury. Closing a global farm pays its remaining reward balance to the farm owner, the Treasury. These farms are removed from storage. Total 11,071 GDOT.
• 17 farms that still have open deposits (including aDOT, HOLLAR, tBTC, GETH, PAXG, GSOL, AAVE, LDO, TRAC, ENA, LINK, SKY) are left in place. Only their reward accounts are swept, using utility.dispatchAs from each farm account with a currencies.transfer of the exact snapshot balance to the Treasury. The farms stay stopped, LP deposits and the shared pot are untouched, and LPs can still withdraw and claim. Total 13,702 GDOT.

The dispatchAs step is why this runs on the Root track rather than Treasurer: the pallet has no owner call that withdraws from a farm account without terminating the farm, and terminating a farm with open deposits would forfeit LP rewards, which this proposal deliberately avoids.

Verification

The call was executed on a chopsticks fork of mainnet at block 14,678,716:

• All 39 inner calls succeeded, no failed dispatch or batch interruption.
• Treasury received 24,773.03 GDOT, matching the planned amount exactly.
• 11 global farms and their yield farms removed; no LP deposit record changed.
• The shared reward pot lost only 19,996 wei (0.00000000000002 GDOT) of rounding residue from farms with zero deposits. The 10,813 GDOT owed to LPs remains fully in place.

Sweep amounts are fixed at the snapshot block. Farm accounts can only increase between now and enactment (from loyalty forfeits when an LP exits a stopped farm early), so the transfers cannot fail. Any small residue that accrues afterwards can be collected in a future cleanup.
