This proposal, if approved, will authorize runtime release v52.0.0

• feat: add uniswap v3 as a native router venue by @iamyxsh in #1477 - allowing trades to route through concentrated liquidity pools when deployed
• feat: ICE by @enthusiastmartin in #1360 - stealth release of ICE onto the runtime - for further testing in the wild before full feature launch
• refactor: precompile-guard, fees and create-whitelist by @mrq1911 in #1519
• fix(transaction-multi-payment): surface the EVM runner's own error from dispatch_permit by @iamyxsh in #1517
