Whitelisted Root proposal moving **~$4.50M** of protocol-owned Wormhole/MRL assets out of Hydration's Moonbeam sovereign account (`0x7369626c…0000`) back to their origin chains via the Wormhole Token Bridge, to be re-represented natively on Hydration through Wormhole NTT and provide sufficient liquidity to launch this bridge. User-owned balances stay on Hydration, untouched. This follows testing transfer done in [#372](https://hydration.subsquare.io/referenda/372). 

## What It Does
`utility.batchAll` of **17** `polkadotXcm.send` calls. Each delivers an XCM `Transact` (origin: Hydration sovereign account) to Moonbeam that runs `approve` + `tokenBridge.transferTokens`, bridging one leg of one asset to a Technical Committee multisig on the origin chain. 11 assets; the 6 large ones are split into an immediate leg + a remainder for Governor sizing.

**Amounts:** ~$4,497,468 across PRIME, WBTC, EURC, USDT, USDC, SOL, WETH, SUI, jitoSOL, sUSDS, DAI.

## Recipients
Technical Committee multisigs:
- **Ethereum / Base** — Gnosis Safe `0xD557…081e7`
- **Solana** — Squads vault ATAs
- **Sui** — native multisig (interim)

The TC will use these assets to deploy & collateralizes the NTT hubs.

## Governor Staging
Moonbeam limit $1M/24h, $100k big-tx bypass:
- **Immediate legs ≈ $628K** clear now — leaving some headroom
- **6 remainders ≈ $3.87M**, each ≥$100k → bypass the daily cap, release ~24h

- A plan moves $4.5 million of Hydration's Wormhole and MRL assets back to their original blockchains.
- The transfer uses a Wormhole Token Bridge so the funds can later return to Hydration as native tokens.
- Only Hydration's own money moves; user balances stay safe.
- The move creates liquidity for a new bridge.
- 17 separate transfers send 11 different assets like USDC, ETH, and SOL.
- Most large assets split into two parts: a small immediate transfer and a larger one that waits about a day.
- Funds go to special multisig wallets on Ethereum, Solana, and Sui.
- The goal is to launch and support a new token bridge called NTT.
