This proposal, if approved, will add `3-Pool` (aUSDT/USDT/USDC) stableshares as a new reserve on Hydration Borrow - although it will initially not be enabled as a collateral asset.

It will also initialise incentivisation for these stableshares - distributing  `~12,488` GIGADOT over a period of 3 months.
