Approve a $20,000 payout for the following security report:
$20,000 — Critical OTC settlement vulnerability: OTC settlement could externalize flash-minted StableSwap LP shares, allowing reserve extraction under specific market and routing conditions. Fixed in commit 54c32885 (https://github.com/galacticcouncil/hydration-node/commit/54c32885d974b52e252a742418d0734f1efe9aa1) by removing the flash-mint settlement flow and delivering assets only after purchasing them through the configured route.

A security report found a serious problem in a system that trades digital money.
The problem let someone take out valuable digital tokens unfairly.
It happened during a special kind of trade called "OTC settlement."
The fix stops the wrong way of giving out tokens.
Now, tokens are only given after they are properly bought.
