Add SKY to Omnipool

This proposal, if approved, will launch SKY for trading in the Omnipool with an initial price of 0.002818 H2O - given an H2O price of $20.50 this translates into a SKY price of $0.058

SKY will be added with a 3% weight cap and the owner of the position will be the Hydration Treasury - 7L53bUTBopuwFt3mKUfmkzgGLayYa1Yvn1hAg9v5UMrQzTfh.

Initial liquidity of 1,813,843 SKY (~$105,203) was previously accumulated as per referendum #42 (https://hydration.subsquare.io/referenda/42) - with a Treasury DCA for a further 100,000 USDT to be initiated once trading is live.
