This proposal, if approved, will:

- withdraw LP `2959` from Omnipool [ `~156.74` WETH & `1492` H2O]
- withdraw LP `3364` from Omnipool [ `~275.17` WETH & `2834` H2O]
- create OTC order swapping `350` WETH for `346.5` native ETH [ `1%` premium]
- create OTC order swapping `350` WETH for `289.31` wstETH [ `1%` premium]

Both native ETH & wstETH are readily available on the Hydration cross-chain UI in preparation for these OTC orders going live.

Once filled, the ETH & wstETH will be used to create a stablepool and launch trading within the Omnipool.

- Takes out some money from Omnipool (WETH and H2O).  
- Makes two special deals to swap WETH for ETH and wstETH.  
- Uses a small extra fee (1%) for these deals.  
- Plans to use the ETH and wstETH to start a new stablepool.  
- The new pool will help trading in Omnipool.
