Arms the DAI ↔ Hydration NTT deployment: binds the Hydration NTT manager as minter for asset 18 and sets a 10,000 DAI/day deposit limit. 

We are launching DAI first ahead of rest to tune deployment with the Wormhole team. Other assets will be enabled similar way in following proposal.
