This proposal, if approved, will reduce the HOLLAR debt ceiling for apyUSD collateral from `2,222,222` to `1,000,000`

This is to prevent further HOLLAR borrowing against apyUSD, whilst there is market uncertainty around STRC & ongoing apyUSD/ apxUSD depeg - given there are already `1,700,000` HOLLAR borrowed this way.
