This proposal, if approved, will:

- borrow `452,563.222` HOLLAR
- issue bonds with those HOLLAR with a `3` month + `4.5` day maturity (allowing 4.5 days average voting period)
- place an on-chain remark: `request the Technical Committee to whitelist the sale of HOLLAR fixed yield bonds in a follow-up referendum - purchasing 222,222 USDT + 222,222 USDC @ 6.9% APR`

A follow-up referendum will be whitelisted and will:

- transfer the HOLLAR fixed-yield bonds to a pure proxy controlled by the Treasury + `16RJh4z1eUHpC3ntre9H2noKGKxihkSqog9PBt9bRbAnj4RE` - the `3/5` threshold multisig consisting of the following signers:

    - Leemo
    - Crane
    - lolmcshizz
    - Giraffe
    - Jose
- create OTC sales for the HOLLAR fixed-yield bonds

The limited size and method of executing these fixed-yield bonds are intended to serve as a proof of concept before full implementation of codename HODLAR vault - assessing demand for such products alongside execution of multiple yield strategies on Hydration to deliver fixed yields in a single-click solution. 

A proposal asks to borrow 452,563.222 HOLLAR tokens and sell bonds that last 3 months and 4.5 days.  
The plan includes buying 222,222 USDT and 222,222 USDC at 6.9% yearly interest.  
A second vote will let a group of five people sell the bonds in special trades.  
This is a test to see if people want fixed-yield bonds before a bigger project called HODLAR vault.
