This proposal, if approved, will:

- borrow `250,000` USDT
- borrow `250,000` USDC
- transfer both to `16RJh4z1eUHpC3ntre9H2noKGKxihkSqog9PBt9bRbAnj4RE` - the `3/5` threshold multisig consisting of the following signers:

    - Leemo
    - Crane
    - lolmcshizz
    - Giraffe
    - Jose

The multisig signers will create a series of OTC orders to swap USDT + C for apyUSD at a `+0.5%` premium to spot price.

A follow-up referenda will launch apyUSD - HOLLAR stablepool for trading, and enable apyUSD in Supply & Borrow in Isolated Mode (same setup as PRIME currently).
