This proposal, if approved, will place the following on-chain remark: Request multisig signers to undelegate Hydration POL DOT from Polkadot Opengov

The rationale for this change is as follows:

• with the Web3 Foundation making the decision to not support Hydration with any further liquidity incentives - it makes sense to maintain some optionality around Hydration's protocol owned liquidity

• the W3F is voting on proposals with ~119M votes - significantly outweighing the protocol's 3.24M votes (540K DOT at 6X conviction) - making the impact of these votes inconsequential
