This proposal, if approved, will:

- increase the total HOLLAR mint limit for the HSM to `9,000,000`
- increase the HSM capacity for aUSDC to `4,000,000`
- increase the HSM capacity for aUSDT to `4,000,000`
- increase the HOLLAR borrow cap to `7,000,000`

_Whitelisting in order to ensure the HSM has sufficient capacity ahead of confirmation of Polkadot referendum #1783_
