This proposal, if approved, will:

- Whitelist Hyperbridge parachain (`3367`) to enable interoperability through the ISMP framework
- Add EURC asset to the AssetRegistry
- Add EURC as acceptable fee payment currency
- Add Base chain's token gateway to a list of known gateway addresses
- Register EURC in Hydration's ISMP token gateway to enable cross-chain transfers of this token via Hyperbridge

*This does not launch EURC for trading - further integration work is required in our Cross-Chain UI, followed by OTC POL accumulation of EURC & ultimately start of trading. More details to follow.*

- Allows Hyperbridge parachain to connect with other chains
- Adds EURC as a new digital currency
- Lets users pay fees with EURC
- Adds a gateway for the Base blockchain
- Enables cross-chain transfers of EURC using Hyperbridge
- More work is needed before EURC can be traded
