This proposal, if approved, will:

- remove `4-pool` from the Omnipool
- withdraw `400,000` `4-pool` shares proportionally
- launch a new `3-pool` consisting of USDC (MRL), USDT (MRL) & HOLLAR
- recreate the SUSDS -> AAVE DCA which previously failed due to bad trade route
- add Treasury LDO liquidity to Omnipool
