HOLLAR DCAs

This proposal is a continuation of the POL next steps approved through referendum #189 (https://hydration.subsquare.io/referenda/189), and if approved, it will:

• swap all aDOT in the Treasury for DOT (failed in the previous proposal due to misconfiguration of decimals)
• DCA DOT -> HOLLAR (2 days)
• DCA ~56.8K USDC -> HOLLAR (1 hour)
• swap ~12K DAI for HOLLAR
• swap ~10K USDT for HOLLAR
• swap 863 USDC for HOLLAR
• swap 2600 2-Pool for HOLLAR
• swap 280 a3-Pool for HOLLAR
