This proposal, if approved, will:

- launch SUI at a price of `0.178` H2O per SUI, with H2O at `21.7729` USD this means an effective price of SUI of `3.88` USD
- transfer `30,000` GDOT from the GIGAHydration Pure Proxy to the Hydration Treasury
- create a GIGAHydration farm for SUI - paying up to `69%` APR in GIGADOT - `30,000` GDOT over `~3` months
