This proposal, if approved, will increase the weight cap of SOL in Omnipool from `2%` -> `10%`

SOL has an ongoing GIGAHydration BOOST farm, however, it has reached its' limit whilst the APR is still at `~100%`

This change will bring SOL in line with what you'd expect for such a high marketcap asset.
