This proposal, if approved, will:

- launch LDO at a price of `0.0539` H2O per LDO, with H2O at `21.8898` USD this means an effective price of LDO of `1.18` USD
- create a GIGAHydration farm for LDO - paying up to `69%` APR in GIGADOT - `9,990.71` GDOT over `~2` months

A subsequent referendum will transfer the above GDOT back to the Treasury from the pure proxy (I forgot to add it to this ref)
