Exploring a partial nationalization

Is there any world where a partial nationalization is attractive to us? For instance, to solidify Hollar as Polkadot's federal level dollar? To be used for validator payouts, treasury debt positions, etc. Unclear what percent of the HDX supply the Polkadot treasury would want to hold before they felt comfortable with this, but I would guess <30%. They buy half on the open market and we mint the rest? Or using any other structure holders can think of?

For reference, this is in consideration of RFC 155.

The amount of HDX the Polkadot Treasury is willing to hold isn't entirely determined by the Polkadot Treasury. It also depends on the Hydration DAO and the market.

I'd be happy to see the Polkadot Treasury hold some HDX. However, the governance rights over it need to be considered independently. (Currently, I prefer to maintain the stability of governance rights held by core members and maintain the Hydration protocol's freedom to develop.)

Personally, I believe a collaborative stablecoin between Polkadot and Hydration is part of the best option.

Was thinking I suppose you could just inject some extra governance on top of conviction-voting as well. As in, just have a special account that always makes up 30% of the vote. That account being the polkadot treasury.
