This proposal, if approved, will send a test amount of 60 DAI from the Hydration Treasury to the Hydration council-controlled gnosis multisig on Ethereum: eth:0xc8d5a24e71EAAcf6ecB1E850c0Face14B179D3B8

This will serve as a test before a follow up referendum, which will withdraw the full amount of protocol-owned DAI from the 4-pool (closing the pool), and send it to the same multisig. The council will then "convert" these DAI to USDS, before sending back to the Hydration Treasury.

Once the newly converted USDS are back in the Treasury, a final referendum can launch a new stablepool including the USDS.
