#224·Initiate iBTC DCA schedule

This proposal, if approved, will create the following DCA schedule:

• DCA schedule to swap iBTC for HDX from the Hydration Treasury
• 0.52183 iBTC total budget ( $40K at time of this post)
• 0.0022 iBTC per swap
• Swap execution every 68 blocks
• Estimated to last ~ 2.2 days
