This proposal, if approved, will schedule a daily claim for referral fees earned for HDX stakers. This schedule will dispatch the claim every 7200 blocks (~24 hours) for 3650 instances - or ~10 years - the claimed HDX rewards will be transferred to the HDX staking pot.
