#218·Initiate HDX DCA schedule

This proposal, if approved, will create the following DCA schedule:

• DCA schedule to swap H2O for HDX from the Hydration Treasury
• 8,267.44 H2O total budget ( $233K at time of this post)
• 2.2222 H2O per swap
• Swap execution every 41 blocks
• Estimated to last ~ 3 weeks
