Due to downtimes and mutual agreement, this proposal aims to remove HydrateHDX-2 from the collator set.

To maintain the same set size the council agreed to re-occupy the collator slot.
For that, we went back to the original applications and simply chose the next-best application we couldn't include in the initial selection.

That way we propose to re-welcome Validatrium - they have been already with us through the Snakenet.
