#171·Remove Frogtraders from the collator set

This proposal seeks to remove the collator "Frogtraders" with the account ID 7PMBLJqDMVZWTMAjA7vhPu3ETv6zz8P7kr8XH9ubD2PppKmL from the invulnerable collator list.
The aforementioned collator violated the uptime agreement being offline for more than 1 day.
